Does this mean that players should always play the maximum allowable number of cards? No, it doesn't. Cards cost money. The more cards the player plays, the higher the cost of playing bingo, and there is no guarantee that playing the maximum number of cards will result in winning.
Players need to consider two factors: the size of the pot and the number of players. It doesn't make sense to spend an amount on cards that is greater than the size of the prize money. The player loses even if she wins the game. The player needs to compare the size of the expected prize with the cost of the cards per game when deciding the appropriate number of cards to buy.
The other factor is the number of players in the room. It may pay to increase card purchases when the room is not crowded if the cost of the cards is less than the size of the prize. The player has a better chance of having the winning card when there are only, say, five players instead of two hundred players. From the point of view of the number of cards played, then there is such a thing as a winning bingo strategy. There is something that the player can do to enhance the chance of wining.
